Dr.
Robert Waldron - Center Director

Dr. Waldron has 32 years experience at The Aerospace Corporation
in application of science and engineering principles to systems
analysis, simulation and project management. He has worked
in cardiovascular mechanics, photovoltaics, petroleum engineering,
electric vehicle modeling, thermodynamics and satellite system
design for battlefield users. For the last 11 years Dr. Waldron
has been working at the NLECTC-West (first as a program manager,
now as Director), providing project management support to
the NLECTC-West in El Segundo California. In addition to
managing the Center, Dr. Waldron is also involved in communications
interoperability and incident management projects in the
region.
Dr. R. J. Waldron holds a Bachelor of Science Degree in Mathematics
from Gonzaga University and a Ph. D. in Applied Mathematics
from Michigan State University.

Michael
Epstein - Sr. Program Manager

Mr. Epstein
is an engineer with over 40 years of experience in aerospace
engineering. He has broad experience in the program management
of high-content technology projects. His computer systems
experiences include the assessment of user needs, system architectures,
application programming and system acquisition and evaluation.
His experiences applicable to law enforcement applications
include the tactical exploitation of national capabilities
and the design, development and implementation of computer
systems for military intelligence analysis.
Mr. Epstein
has worked at the NLECTC-WR since its inception in late 1994.
He helped establish the policies, practices, procedures, computer
tools and indoctrination of the technical support staff. He
has managed the delivery of video, audio and computer forensic
services to law enforcement agencies including the development
of policies and tools to manage evidence. Mr. Epstein has
worked with law enforcement agencies on the acquisition of
complex computer systems with application to mobile data computing,
criminal records management, and computer-aided dispatch.
Mr. Epstein has extensive experience in providing scientific
advice and support to law enforcement and corrections agencies
in the Western United States. Mr. Epstein has spent a significant
effort in understanding the technology of location and tracking,
and has designed and directed the development of system prototypes
within this technology area. He has assisted community corrections
agencies in the evaluation and acquisition of location and
tracking systems to monitor offenders. Mr. Epstein has extensive
outreach experiences including the development and presentation
of tutorials on existing and emerging technologies of interest
of law enforcement and corrections agencies.
Mr. Epstein
frequently visits the Oracle at Delphi and has often correctly
interpreted the remarks of Pythia, the priestess of Apollo
at the Shire.
Mr. Epstein
holds Bachelor and Masters Degrees in Mechanical Engineering
from The City University of New York.

Matt
Begert - Project Leader

Matt
Begert is a project leader for the National Law Enforcement
and Corrections Technology Center-West (NLECTC-West), a
grant-funded program of the National Institute of Justice.
He is a regular officer in the United States Marine Corps,
not currently serving, with 25 years of active duty assignments.
His operational assignments include time with the Royal
Thai Marine Corps, the Korean Army 5th Brigade Special
Forces the Korean Marine Corps and with various special
operations units of the Army and Air Force. His experience
includes command of Marine recruits in training, 2000 flying
hours in tactical jet aircraft and qualifications as a
naval parachutist and a forward air controller. He holds
a bachelor of science in Journalism and Mass Communications
and a bachelor of arts in Anthropology, both from the University
of Kansas. He is a distinguished graduate of the senior
officers' course in Strategic Decision Making from the
Naval War College. He is also a member of the volunteer
forces of the San Bernardino County Sheriff's Department,
assigned to the Intelligence Unit, and a member of the
Executive Board of the National Institute for Urban Search
and Rescue.

Sean
Reeves - Programmer

Sean
Reeves is a project manager for the NLECTC-West School
Safety Progarm which looks to support school law enforcement.
Sean has been a member of the NLECTC staff since 1999 and has
been the School Safety Progam Manager for over 3 years.
He is a member of several school safety advisory boards
and members to several school safety organizations.
He holds
a bachelor of arts in Government and Psychology, from Claremont
McKenna College, and a Masters Degree in Public Administration,
from California State University, Long Beach. His technical
background includes certificates in Web Site Development,
and Advanced Graphics and Animation, from California State
University, Long Beach and has over 6 years of experience
in web and animation design.
Wilma
Jolly - Forensics Administrator

Ms.
Jolly, as a staff member of the National Law Enforcement
and Corrections Technology Center – West, is currently
responsible for managing the Forensics Examinations conducted
by the Center. She also coordinates the Center’s Outreach
Program, which includes Center efforts to meet and reach
all of the professional law enforcement and corrections staff
in the Western region. She oversees the Center’s 1033
Excess Property/Computer Surplus Program that seeks to raise
awareness of the 1033 program and to distribute surplus computers
from the Center’s host organization. As a Trainer of
the Internet and Your Child Program, she works with the Program’s
trainers and host agencies to provide an opportunity for
concerned volunteers to train parents and caregivers how
to protect their children from predators on the Internet.
Ms Jolly has 25 years experience at The Aerospace Corporation
that is the host organization for the Center. Her prior experience
at Aerospace includes extensive time in the areas of Government
Security and Property Administration. Ms. Jolly has an Associates
degree from Los Angeles Community College – Southwest.

Klass - Executive Assistant

Ms.
Klass was recruited to join the NLECTC-West staff at its inception
in 1994 as Executive Assistant to the Director and Office
Manager. Ms. Klass also is the off-site meeting planner and
travel coordinator, liaison to the NLECTC-West Regional Advisory
Council, and responsible for procurement and accounts payable
for the department.

Dr.
Fletcher D. Wicker - Senior Communications Analyst

Dr.
Wicker is a Senior Engineering Specialist with 24 years of
experience in the analysis and design of communications systems.
For the past three years he has supported the NLECTC-WR in
the analysis of various land mobile radio projects. Dr. Wicker
has a strong background in the simulation and analysis of
communication network architectures and has studied various
public safety networks in the Western United States.
Dr. Wicker holds B.S., M.S. and Ph.D. degrees in Mathematics
from
Pennsylvania State University.

Dr.
Gary W. Stupian - Senior Forensic Analyst

Dr.
Stupian is a physicist with many years of experience encompassing
a wide range of analytic techniques including electron microscopy,
Auger electron spectroscopy and mass spectrometry. Although
the great majority of his work has been carried out in support
of military space programs, Dr. Stupian was first involved
in forensic science over 25 years ago. He supports the Western
Regional Center in the application of advanced analytic techniques
to forensic investigations. He is one of the Center's presenters
in the basic investigators' core course sponsored by the California
Commission on Peace Officer Standards and Training.
Dr. Stupian holds a Bachelor of Science degree in physics
from the California Institute of Technology and M.S. and Ph.D.
degrees in physics from the University of Illinois.

Neil
Ives, Forensics Analyst

Neil
Ives is a research scientist with over 15 years of experience
in aerospace and defense technology. His areas of scientific
expertise include digital image acquisition, transmission,
processing and display systems. With a career background in
chemistry and physics he has carried out forensic investigations
applying novel scientific techniques with technically advanced
analytical systems. Prior to his work at the Aerospace Corporation
he was a member of the technical staff at Occidental Research
Corporation. He is the author or many scientific papers and
has received patents for his work in solid state electronics
and display technology.
Mr. Ives holds a Bachelors Degree in Chemistry from the University
of Redlands, has done graduate study in materials science
at the University of Southern California.

Dr.
James L. Roeder - Audio Forensic Analyst

Dr.
Roeder is a physicist in the Space and Environment Technology
Center of the Aerospace Corporation. He has been involved
in a wide variety of research concerning the solar wind and
the Earth's ionosphere and magnetosphere. This effort has
included the design and construction of space flight instruments,
the analysis of the data from those experiments, and the construction
of mathematical models of physical processes. The topics for
his research include plasma waves generated by both natural
processes and active space experiments, the dynamics of the
Earth's radiation belts and ring current, and electromagnetic
phenomena associated with earthquakes. He also provides expertise
in the areas of spacecraft-environment interactions, space
system design, satellite operations, and digital signal processing.
Dr. Roeder has spent part of the last four years developing,
refining and utilizing audio analysis techniques to process
audio tape evidence.
Dr. Roeder received the Bachelor of Science and Doctor of
Philosophy degrees from the University of Houston, Texas.

Dr. Tamitha Mulligan, Audio Forensic Analyst
Dr.
Mulligan is a physicist at The Aerospace Corporation specializing
in Space Weather and the penetrating radiation environment
in the Earth’s magnetosphere. Her research
focuses on mathematical modeling of electromagnetic disturbances
ejected from the Sun, their propagation to and impact at
the Earth, and the resultant effect on the health of astronauts
and spacecraft in orbit. In conjunction with science, she
has also been active in the audio industry working as a professional
recording engineer for nearly 10 years. Since 1998 she has
owned and operated a professional digital recording studio
and has numerous albums to her credit.
Dr. Mulligan holds a B.S. in Physics and Physical Chemistry
and a M.S. and Ph.D. in Geophysics and Space Physics from the
University of California, Los Angeles.

Dr.
Donald J. Rudy - Imagery Forensic Analyst

Dr.
Rudy began his career in Radio Astronomy and has since moved
to the Infrared and Visible parts of the spectrum. Prior to
coming to The Aerospace Corporation, he worked as a scientist
at the Jet Propulsion Laboratory, including being a member
of the Voyager imaging team during the Neptune encounter.
Since then he has worked on numerous Earth remote sensing
projects for the Air Force as well as civilian government
agencies. His work for the NLECTC-WR includes analyzing and
enhancing video, photographic, and film evidence taken from
crime scenes. He has also worked on informational pamphlets
and given lectures to groups of police officers on the handling
of imagery evidence and surveillance techniques.

Dr.
Steven H. Margolis - Computer Forensic Analyst

Dr.
Margolis has broad experience with computer systems issues,
computer vision, artificial intelligence, operating systems,
and programming languages, including specific expertise with
image processing, image formats, and text searches. His work
includes searching for imagery on computer media in cases
of murder, child molestation, and child pornography. Searches
for specific victim information in cases of murder, child
molestation, identity theft, check forgery, and embezzlement.
Searches for financial records in cases of money laundering,
tax evasion, embezzlement, trade secret theft, and fraud.
He has also used artificial intelligence programs to facilitate
text searches on computer media.
Dr. Margolis holds a Bachelor of Science degree in Physics
from the Massachusetts Institute of Technology, and a Masters
degree and Ph. D in Astronomy and Astrophysics from the University
of Chicago.

Donald
J. Buchwald - Computer Forensic Analyst

Mr.
Buchwald has worked in the computer systems acquisition and
evaluation industry for over 30 years. Mr. Buchwald has pioneered
the use of feasibility experiments to help customers refine
their data processing and automation requirement through development
of proof-of-concept demonstrations. Mr.Buchwald's current
effort is to apply defense technologies to enhance national
security in the law enforcement and criminal justice sector.
Mr. Buchwald has been working to form a team of technical
people to develop computer forensics and analysis tools to
assist law enforcement in the investigation of criminal activities
that involve the use of computers.
Mr. Buchwald holds a BA in Mathematics from the University
of Buffalo and an MS in Computer Sciences from Purdue University.

Robert
S. Helfman - Engineering Specialist

Mr. Helfman has over 40 years of experience in software development.
He
began his career at the U.S. Forest Service's Riverside Fire
Laboratory,
where he developed software for Fire Meteorology research
studies and taught
at UC Riverside. At Aerospace, in addition to traditional
General System
Engineering & Architecture activities, he has created
many software product
prototypes, including real-time process monitoring code for
a power plant
and graphic mapping programs for support of tactical warfighters.
His work
for the NLECTC-WR has included development of embedded microprocessor-based
GPS tracking and control devices. He has also provided direct
support to
local enforcement agencies, including development of data
conversion
software to aid porting of police databases between dispatch
systems.
Mr. Helfman holds a Bachelor's degree in Meteorology from
the University of
California, Los Angeles.
